When can the Síndica intervene?

The Sindica de Greuges of Barcelona intervenes after receiving a complaint againts the local administration or companies that provide public services. She can also intervenes in her own iniciative, when it feels that the municipal administration could, directly or indirectly, interfere with or affect constitutional rights.

The Sindica can not intervene in the following cases:

  • When the problem is between individuals, private affairs, and does not involve municipal administration in any way.
  • When the reason for the complaint is awaiting a judicial decision.
  • When the complaint is anonymous, is in bad faith, or that are not based on sufficient grounds.

When she can't intervene, the Síndica will orient and advise on procedures which could be followed.
